If you applied before the 12th October 2004 your application falls under the old house sales scheme. While the schemes are similar there are a number of important differences between the old scheme and the current scheme.

You can get more information on the rules if you applied before the 12th October 2004 by contacting your local Housing Executive District Office, Housing Rights Service or a local advice agency.

Qualifying period

You will qualify for the discount if you had lived in your home for two years and you applied before the 12th October 2004.

Maximum discount

The maximum discount available is £34,000.

Calculation of discount

You can get a maximum discount of £34,000. The amount of discount available depends on:

  • how long you have lived in the accommodation, and
  • whether you are buying a house or a flat

If you are a joint tenant, the discount is based on whoever has lived in Housing Executive accommodation longest.

Discount when buying a house

You are able to get a discount of 32% once you have spent two years living in Housing Executive accommodation. You will get an extra 1% discount for every extra year, up to a maximum discount of 60%.

However, your discount is limited to £34,000 and you can't buy your accommodation for less than the 'historic costs' of the property.

Discount when buying a flat

You will get a discount of 44% once you have spent two years living in your Housing Executive accommodation. You will get an extra 2% discount for each extra year, up to a maximum discount of 70%.

Historic costs rule

'Historic costs' are the costs involved in building your home or upgrading the property before you buy it. 'Historic costs' don't include repairs by the Housing Executive. The time limit for historic costs is eight years.

Repaying your discount

You will have to repay some of your discount if you resell the property within three years of purchase. The amount you must repay depends on how soon you decide to sell after buying the property.

Selling within a year of buying the property

You will usually have to repay all the discount

Selling between one and two years of buying the property

You will usually have to repay two-thirds of the discount. If you got a discount of £30,000 you will have to repay £20,000 to the Housing Executive.

Selling between two and three years of buying the property

You will usually have to repay one-third of the discount. If you got a discount of £30,000 you will have to repay £10,000 to the Housing Executive.

Selling three years after buying the property

You won't have to repay any of the discount.
