Appealing the capital value
If you think the capital value of your home is incorrect, you can appeal. You must continue to pay any outstanding rate bill while your appeal is under consideration. If your appeal is successful, Land & Property Services will set a new rate bill for you and refund the difference.
Your rate bill is calculated using the assessed capital value of your home. You can appeal to Land & Property Services against the valuation.
You may want to appeal for various reasons - for example there could be a facility such as a rubbish dump or an airport near your home, lowering its perceived value.
How to appeal
The appeal process consists of three stages:
- contact Land & Property Services for initial application;
- contact the Commissioner of Valuation at Land & Property Services if you are still unhappy;
- make a further appeal to the Northern Ireland Independent Valuation Tribunal.
The first stage in appealing your rates is to telephone Land & Property Services' helpline 0800 197 0611 or minicom 0800 197 0612. Ask them to check your valuation again.
You must pay your rates while your appeal is processed. If your rates are reduced as a result of your appeal, Land & Property Services will refund any amount overpaid along with interest.
