Rate relief scheme for students, trainees and care leavers closed on 1 December 2009. New applications are not accepted. Rate relief scheme for students, trainees and care leavers was also known as ETLC relief scheme, or Education, Training and Leaving Care relief.
How long will I receive this relief?
If you were in receipt of ETLC relief, or made an application before 1 December 2009, you will continue to receive it for up to three years from this date.
Your entitlement during these 3 years will not end provided that your circumstances stay the same:
- you continue to live in the same property that you lived in when you applied,
- the property continues to be occupied by eligible persons who lived there before 1 December 2009.
If your circumstances change, you must inform Land & Property Services. They will also carry out an annual review each year to ensure that your eligibility remains unchanged.
If you are studying medicine or a course longer than three years, Land & Property Services may extend your entitlement beyond three years, to ensure you get appropriate relief until your course is finished.

The scheme closed on 1 December 2009. If you applied on or after this date, Land & Property Services will not process your application.
